The goal of this addon is to offer functionality similar to mani's Auto-Observe without having to offer any form of authentication.
typing !observe in chat will give you a list of players to choose from to auto observe.
If in spectate, you will automatically be moved to spectate the chosen player, and each time that player spawns you will automatically be moved.
Installation
Unzip the compressed folder into cstrike.
Add es_load neptune_observe to autoexec.cfg or server.cfg
Restart server.
