This mod is called Event Messages. It is a very simple mod which basicly tells a message when there is an event.
Currently the events are:

Installation
Download and extract the files into your cstrike folder.
Open up your autoexec.cfg then add es_load eventmsgs to the bottom of the text.
Restart your server.
