Random colour/model tracer's

Description:
At the start of the round 1 of 20 random models is chosen as the bullet tracer and from these tracers there are 13 different colours that are randomly fired: white, green, blue ect. Sparks are also present in this script and they fire when a player is hurt from the players body

Notes:
All the models for this script can be found in the hl2/materials folder of your server. Some of these models are fire_cloud.vmt, fleck_antlion1.vmt
