This addon is created for jailbreak servers. It allows CT's to talk for the amount of time you want it is at a default rate of 20 seconds. these values can be customized. It also mute dead players.
Installation
1- get the file into :
cstrike/addons/eventscript/
2- navigate to cstrike/cfg/
3- open autoexec ( If you do not have a autoexec file create one *** remember to save it has cfg ***)
4- add the line "es_load Tcontroler"
5- restart you server
6- enjoy !

v1.0 - able to mute terrorist team for 20 seconds ( more or less depends on your configs ), this mode mutes dead players, it keeps them able of talking but makes them unable to use a microphone
