Version Notes:
-Completey rewritten, some of the features i said i would add i havent, script still not in python.
-When a player who hasnt accepted the rules spawns, he can now be stripped, made invisible, blinded (can change the colour players will be blinded by), as well as frozen.
-Also the option of having players who havent agreed to the rules, to be moved to spectate until they do.
-Added timer option, players must agree to rules within a certain time otherwise they will be kicked.
-Every message that is sent to a player can now be easily edited.

-The box will not appear if the rules have been accepted when the player connected. e.g. wont show on mapchange.
-When one of the rules is selected, option added to turn on further description of the rule, explained better in the config above.
